CAPI Cash Assistance Program for Immigrants

What is it?
CAPI is a cash benefit program for low-income people who are aged 65 and older or blind or disabled, but who cannot get SSI because of their immigration status.

Do I Qualify?

  • You must be 65 years old, OR
  • Blind, any age, OR
  • Disabled by SSI standards, any age
  • Your income must not be above the maximum benefit level
  • Your resources may not be more than $2000, or $3000 for a couple
  • You were denied SSI because of your immigration status

What do you get?
Cash benefits each month. You will have to apply for Medi-Cal and In-Home Supportive Services separately

How do I apply?
First apply for SSI because you will have to show proof that you have been denied SSI because of your immigration status, then apply for CAPI:

  • Go to the Wilshire Special DPSS office
  • Or go to any DPSS office that handles General Relief (GR)
  • Or call (877) 481-1044 to file an application over the phone


Your rights when you apply
DPSS workers will help you fill out your application and provide you with a worker who speaks your language. You have a right to turn in your application, the worker cannot tell you verbally that you are denied.
